พระพุทธศาสนาได้เสนอแนวทางการพัฒนาสังคมและสิ่งแวดล้อมควบคู่กับการสร้างคุณธรรม ผ่าน วนโรปสูตร ในพระไตรปิฎก เล่มที่ ๑๕ พระสุตตันตปิฎก เล่มที่ ๗ สังยุตตนิกาย สคาถวรรค ซึ่งชี้ให้เห็นว่า การสร้างประโยชน์แก่ส่วนรวมด้วยการปลูกต้นไม้ สร้างแหล่งน้ำ และจัดให้มีที่พักอาศัย เป็นการสั่งสมบุญที่ส่งผลทั้งต่อผู้ให้ สังคม และโลกโดยรวม
ในพระสูตร เทวดาได้กราบทูลถามพระผู้มีพระภาคว่า บุคคลประเภทใดมีบุญเจริญอยู่เสมอทั้งกลางวันและกลางคืน ผู้ใดตั้งมั่นอยู่ในธรรม สมบูรณ์ด้วยศีล และเป็นผู้มีสุคติในภายหน้า
พระพุทธองค์ตรัสตอบว่า ผู้ที่สร้างอารามหรือสวนไม้ดอกไม้ผล ปลูกหมู่ไม้เพื่อให้ร่มเงา สร้างสะพาน ให้โรงน้ำเป็นทาน ขุดบ่อน้ำ และสร้างที่พักอาศัยเพื่อประโยชน์ของส่วนรวม ย่อมเป็นผู้มีบุญเจริญอยู่ทุกเมื่อทั้งกลางวันและกลางคืน เพราะการกระทำเหล่านี้ช่วยเกื้อกูลชีวิตของผู้คนและสัตว์ทั้งหลายอย่างต่อเนื่อง อีกทั้งยังเป็นผู้ตั้งมั่นอยู่ในธรรม สมบูรณ์ด้วยศีล และได้รับผลแห่งกุศลอันประเสริฐ
