New Shan Strategy: SSPP Withdraws Troops, Allowing RCSS to Administer Areas to Reduce Internal Conflict and Address Shan State’s Geopolitical Pressures


Internal tensions among Shan ethnic armed groups are entering a significant turning point as the Shan State Progress Party (SSPP) and the Restoration Council of Shan State (RCSS) begin shifting their strategies from rivalry toward territorial cooperation.

Under the new arrangement, SSPP has decided to withdraw its forces from certain areas, allowing RCSS to assume responsibility for administering those territories in order to reduce direct confrontation between the two Shan factions.

This strategic adjustment is largely driven by the volatile geopolitical situation in Shan State, Myanmar, following the military coup in 2021 and the expanding influence of the Three Brotherhood Alliance. The alliance’s growing military operations have significantly reshaped the balance of power in northern Shan State, creating power vacuums and intensifying competition among ethnic armed groups.

In response, Shan leaders are attempting to build greater unity in order to protect their strongholds and prepare for mounting pressures from other ethnic forces as well as geopolitical influences from China.

Although the overall situation remains fragile, this move is widely viewed as an effort to consolidate Shan power for the long-term survival of the Shan ethnic movement. The emerging strategic balance is therefore expected to influence not only security dynamics within Shan State but also the broader political equation across the region.
