The central theme of the Cūḷagopālaka Sutta is the comparison between an unwise cowherd and a wise cowherd leading a herd of cattle across the River Ganges. The foolish cowherd, lacking knowledge and sound judgment, chooses an unsafe route, exposing the herd to danger and loss. From the strongest lead bull to younger and weaker cattle, and even newborn calves, each is able to cross the river according to its own strength and capacity. The teaching emphasizes that spiritual progress is possible for all, even though individuals advance at different levels.
