Royal Thai Army Invites ASEAN Defence Attachés for Briefing on Thai-Cambodian Border Situation Following Ceasefire Monitoring Agreement


On July 31, 2025, Major General Winthai Suvaree, Spokesperson for the Royal Thai Army, announced that the Army, through its Intelligence Department, held a meeting with ASEAN defence attachés accredited to Thailand. The meeting was led by the Malaysian Defence Attaché to Thailand and took place at Srisitthisongkhram Building, Army Headquarters. Lieutenant General Kamchai Wongsri, Director-General of the Army Intelligence Department, presided over the discussion.

The primary objective of the meeting was to provide updates and discuss developments concerning the Thai–Cambodian border situation, including the establishment of an Interim ASEAN Defence Attachés Monitoring Team tasked with observing the ceasefire along the border area.

The discussion followed the ceasefire agreement reached in Malaysia on July 28, 2025, in which ASEAN member states agreed to urgently form a temporary monitoring team comprising military diplomats from member nations. The team will serve as an initial mechanism for monitoring the situation and building mutual trust between the two sides.

The meeting also included discussions on the future establishment of the ASEAN Monitoring Team (AMIT), which would serve as a permanent mechanism to oversee developments in the region. This issue will be tabled for further discussion at the upcoming General Border Committee (GBC) meeting between Thailand and Cambodia, scheduled for August 4, 2025.

The Royal Thai Army reaffirmed its readiness to cooperate on all fronts to achieve tangible outcomes. Thailand also reiterated its commitment to international norms, emphasizing non-aggression and non-violence as means to de-escalate conflicts and promote lasting peace and stability in the region.

Sotheby’s Returns Sacred Buddhist Relics to India Amid Global Backlash

 


New Delhi / London, 31 July 2025 — Renowned auction house Sotheby’s has officially returned a set of sacred gemstones believed to be linked to the relics of the Buddha to India, following intense diplomatic and public pressure from the Indian government and Buddhist leaders around the world.

The Piprahwa Jewels, hailed by archaeologists as one of the most extraordinary discoveries of the modern era, were originally scheduled to be auctioned in Hong Kong this May. However, that plan was abandoned after India intervened through both diplomatic channels and legal measures. Sotheby’s later confirmed that the Godrej Industries Group, based in Mumbai, had acquired the jewels and would facilitate their return to India.

In a public statement, Sotheby’s said it was “delighted” to have assisted in the two-month negotiation process involving the original owner, the new buyer, and Indian authorities. The company confirmed that the relics would now be placed on permanent public display in India.

Indian Prime Minister Narendra Modi hailed the return as a moment of “great pride and joy,” describing it as a victory for the nation’s cultural heritage. Posting on social media platform X, Modi noted that the relics are “finally returning home after 127 years.”

The jewels were first unearthed in 1898 by British estate manager William Claxton Peppe at a stupa in Piprahwa, northern India—near the birthplace of the Buddha. The excavation revealed nearly 1,800 items including pearls, rubies, sapphires, and gold foils, buried alongside bone fragments believed to belong to the Buddha, housed in a reliquary inscribed with his name.

Most of the relics and containers were subsequently handed over to the British colonial government, and many were later transferred to the Imperial Museum of Calcutta (now the Indian Museum in Kolkata). Some relics were also presented to King Chulalongkorn (Rama V) of Siam.

However, a significant portion of the Peppe family’s private collection—around 300 pieces—remained in the UK for over a century. Earlier this year, they were exhibited publicly by Sotheby’s in Hong Kong in February and May.

Historians consider these relics as a shared spiritual heritage of the Shakya royal lineage—to which the Buddha belonged—and of the global Buddhist community. Fragments of the relics have been distributed to countries such as Thailand, Sri Lanka, and Myanmar, where they continue to be revered objects of worship.

Sotheby’s initial plan to auction the sacred items sparked a fierce ethical debate. Scholars and Buddhist leaders questioned whether such religious artifacts, especially those associated with the Buddha’s remains, should ever be treated as commodities. Critics challenged the legitimacy of the seller's ownership, while some defenders argued that a transparent auction was a fair method of transferring title.

Ultimately, the return of the Piprahwa jewels has been widely seen as a moral and cultural victory for India and the international Buddhist community.

Mr. Jakrapob stated that although the original intention was to focus on economic issues—particularly Thailand’s ongoing trade tax negotiations—he chose to avoid discussing unresolved matters to protect national interests. Instead, he focused on broader principles and topics that had already been reviewed.

The nearly two-hour session, conducted entirely in English, centered on Thai-Cambodian relations and the roles of both Cambodian leaders—Samdech Hun Sen and Hun Manet. Mr. Jakrapob also touched on Thailand’s foreign policy direction, both regionally and globally, including relations with major powers and an overview of the domestic political landscape.

“I candidly explained Cambodia’s actions in the border conflict, where they initiated the gunfire and then spread fake news to portray Thailand as the aggressor. Most foreign journalists were already aware of these claims from prior reports issued by Thai sources. As time passed, the evidence became clearer—Cambodia had distorted the facts, resulting in a loss of credibility in international negotiations,” Mr. Jakrapob said.

He further noted that the meeting significantly helped clarify Thailand’s perspective to the international media and reduced misinformation caused by incomplete reporting. He reaffirmed Thailand’s commitment to peaceful resolution and transparency in international diplomacy.

While Thailand has consistently upheld international law and promoted peace in various forums, its actions during the management of the border dispute reveal elements of power assertion, retaliation, and public communication that do not fully align with nonviolent principles. Drawing on the theoretical frameworks of Johan Galtung and Gene Sharp, the article examines Thailand’s policy decisions, military diplomacy, and public communication strategies during the period of heightened tensions.


1. Introduction

The Thai–Cambodian border dispute, especially around the Preah Vihear Temple area, serves as a case study reflecting the dynamics of interstate conflict encompassing historical, cultural, legal, and political dimensions. Cambodia’s assertion of sovereignty over territory historically administered by Thailand forced the Thai government to respond through multiple strategies—military, diplomatic, and communicative. This article assesses whether these responses align with or deviate from the principles of nonviolent conflict resolution.


2. Theoretical Framework

This analysis applies two key frameworks:

  • Johan Galtung: His concepts of “Negative Peace” (absence of direct violence) and “Positive Peace” (presence of justice and equality) alongside his typology of violence:

4.1 จุดแข็งในกรอบสันติวิธี

  • ไทยผลักดันกลไกการเจรจา

  • มีความพยายามรักษาอธิปไตยโดยไม่ละเมิดพันธกรณีทางกฎหมาย

4.2 จุดอ่อนในกรอบสันติวิธี

  • การใช้กำลังตอบโต้ในระดับพื้นที่ แม้เป็นลักษณะป้องกัน แต่ก็ทำให้เกิดการยกระดับความขัดแย้ง

  • การสื่อสารสาธารณะที่ยังขาดมิติแห่งความเข้าใจฝ่ายตรงข้าม ส่งผลให้ขาดความไว้วางใจ

  • การเมืองภายในส่งผลต่อการเจรจาภายนอก ทำให้ท่าทีไทยไม่มั่นคงในเวทีระหว่างประเทศ


5. ข้อเสนอเชิงนโยบาย

  • ส่งเสริมกลไกเจรจาทั้งในระดับทวิภาคีและพหุภาคีอย่างต่อเนื่อง โดยมีบุคคลที่สามที่เป็นกลางทางวัฒนธรรม

  • พัฒนากลไกการสื่อสารภาครัฐที่สร้างความเข้าใจ ไม่เพียงกับประชาชนไทยแต่รวมถึงประชาชนกัมพูชา

  • ส่งเสริมการมีส่วนร่วมของภาคประชาชนในการสร้างวัฒนธรรมสันติภาพข้ามพรมแดน

  • แยกแยะมิติทางการเมืองภายในออกจากการดำเนินนโยบายต่างประเทศเพื่อความมั่นคงในจุดยืน


6. บทสรุป

ประเทศไทยในฐานะรัฐประชาธิปไตยที่มีบทบาทสำคัญในอาเซียน ได้แสดงออกถึงความพยายามในการแก้ไขความขัดแย้งชายแดนกับกัมพูชาด้วยแนวทางสันติวิธีหลายประการ อย่างไรก็ตาม พฤติการณ์บางส่วนยังสะท้อนการใช้กลไกตอบโต้ ความระแวง และการสร้างภาพลักษณ์เชิงลบต่อฝ่ายตรงข้าม ซึ่งเป็นอุปสรรคต่อการบรรลุ “สันติภาพเชิงบวก” อย่างแท้จริง ความท้าทายจึงอยู่ที่การแปลงจุดยืนแห่งสันติภาพจากวาทกรรมให้กลายเป็นปฏิบัติการที่เป็นรูปธรรมและยั่งยืน
