Chair of Foreign Affairs Committee Urges International Community to Investigate Thai–Cambodian Border Clash

Ms. Sarasnan Ananapaporn, Member of Parliament for Khon Kaen from the Pheu Thai Party and Chair of the House Committee on Foreign Affairs, revealed that since the outbreak of the armed clash along the Thai–Cambodian border on July 24, the Committee has proactively engaged with permanent members of the United Nations Security Council, as well as several European nations, including China, Russia, and the United Kingdom, to communicate concerns over conflicting narratives and misinformation from both sides.

Ms. Sarasnan emphasized that the Committee has called upon friendly nations to assist in monitoring and verifying the facts surrounding the incident. She noted that there has been widespread dissemination of distorted information, which could severely damage Thailand’s image on the international stage. She also urged the global community to take a principled stance against the violence in accordance with humanitarian values—not solely in relation to Thailand, but toward both nations involved.

Addressing reports that Cambodia continued to engage in aggressive actions despite the ceasefire agreement, Ms. Sarasnan stated that many countries—especially in Europe—have listened to Thailand’s account and generally support calls for restraint on both sides. She reaffirmed Thailand’s commitment to avoiding confrontation, clarifying that all retaliatory actions were carried out strictly in self-defense. To date, there have been no confirmed reports of casualties or damage on the Cambodian side, while Thailand has suffered more substantial impacts.

The Committee is also coordinating with the Ministry of Foreign Affairs, security agencies, and provincial governors along the border—including Ubon Ratchathani, Surin, Si Sa Ket, and Buri Ram—to assess on-the-ground conditions and prepare for the upcoming General Border Committee (GBC) meeting between Thailand and Cambodia.

Regarding proposals to file charges of war crimes against Cambodian leadership at the International Criminal Court (ICC), Ms. Sarasnan noted that while such action is legally possible, it must be approached with caution. Since both sides have suffered casualties, any international legal proceedings would require clear and sufficient evidence. She further stated that Thailand must clarify its objective—whether it aims to de-escalate the violence through dialogue or to target the leadership of the opposing side—since each path carries different long-term implications for regional stability.

In conclusion, Ms. Sarasnan commented that the current conflict highlights the geopolitical role of major powers, especially China and the United States, whose involvement may carry broader strategic implications. Thailand, she said, must carefully navigate these dynamics, avoiding alignment with any one bloc while remaining resilient in the face of economic and political pressures.

“This may be a defining moment for Thailand to make critical decisions—on where we stand to protect national interests, minimize losses, and maintain balanced international relations,” Ms. Sarasnan concluded.

This article analyzes the conduct of U.S. President Donald Trump in the context of the Nonviolence Approach toward the Thai-Cambodian border conflict, particularly during episodes when Cambodia initiated violence. The study applies Johan Galtung’s frameworks of positive peace and structural violence, along with the diplomatic theory of realism, to assess whether Trump’s behavior contributed to or undermined peace in Southeast Asia. The findings reveal that Trump's approach was characterized by “strategic silence”, prioritizing economic tools to incentivize de-escalation rather than engaging as a genuine mediator.


1. Introduction

Clashes along the Thai-Cambodian border have threatened the stability of Southeast Asia and raised questions regarding the role of global powers like the United States in preserving peace. Under President Donald Trump, U.S. foreign policy shifted toward a national interest-oriented approach encapsulated by the “America First” doctrine, resulting in reduced involvement in regional conflicts. This article questions whether Trump’s conduct aligned with nonviolence principles or inadvertently perpetuated structural violence and regional instability.

2.1 Johan Galtung’s Nonviolence Approach

  • Positive Peace: Peace based on justice, dialogue, and structural equity.

Realism suggests that major powers conduct foreign policy primarily based on national interest, rather than ethical or humanitarian values.

Despite reports confirming Cambodia initiated hostilities, Trump issued no clear statement condemning the violence or calling for ceasefire. This silence may be interpreted as structural neglect, counter to the ideals of positive peace which demand proactive engagement for justice and reconciliation.

3.2 U.S. Disengagement from ASEAN

Under the America First doctrine, Trump reduced the U.S. role in multilateral ASEAN forums—evidenced by his absence at several ASEAN Summits and sending low-level delegations. This disengagement diminished the U.S.'s credibility as a mediator and peace guarantor.

3.3 Use of Economic Leverage

Trump opted to apply economic pressure to encourage conflict resolution. For instance, he threatened import tariffs as high as 36% if violence continued. Once a ceasefire was reached, trade negotiations were reopened. This approach reveals Trump's view of peace as a transactional benefit rather than a moral imperative.

Moreover, this behavior reinforces patterns of structural violence by failing to address the root causes and justice needs of smaller states in the region.

This article aims to examine Cambodia’s conduct in the context of Buddhist nonviolence (Paññā–Karunā–Upekkhā framework) in the face of the Thai–Cambodian border conflict. While Cambodia publicly affirms its peaceful intent and international legal obligations, its military maneuvers, rejection of direct dialogue, and strategic use of propaganda suggest a discrepancy between proclaimed values and actual practices. In addition to Johan Galtung’s theory of structural, cultural, and direct violence, this study applies Buddhist peace principles that emphasize mindfulness, compassion, and the cessation of suffering for all parties. The findings reveal a tension between rhetorical peace and strategic assertiveness, raising critical questions about the authenticity of peace-oriented state behavior.

Despite Cambodia’s rhetorical commitment to peace and compliance with international legal frameworks, its actions during the border dispute—particularly around the Preah Vihear Temple—raise concerns about the sincerity of such claims. This article analyzes Cambodia’s conduct using both secular and Buddhist nonviolence theories, to illuminate the contradiction between peace discourse and realpolitik behavior. By integrating Buddhist perspectives, the study seeks to propose a deeper and more ethically grounded model of conflict transformation.


2. Theoretical Framework

This study employs two main conceptual lenses:

2.1 Johan Galtung’s Peace Theory

  • Direct Violence: Observable, physical acts of harm

  • Structural Violence: Systemic conditions that cause inequality and suffering

  • Cultural Violence: Narratives or ideologies that justify harm and discrimination

2.2 Buddhist Nonviolence Framework

  • Paññā (Wisdom): Understanding root causes of conflict without bias

  • Karunā (Compassion): Acting to alleviate suffering of all beings

  • Upekkhā (Equanimity): Maintaining non-reactivity and impartial goodwill
    This approach emphasizes transforming intentions (cetanā) and purifying the inner mental states of leaders and institutions as part of peace-building.


3. Cambodia’s Conduct: Patterns of Action

3.1 Military Maneuvers and Border Reinforcement
Despite declarations of peace, Cambodia has frequently reinforced military positions near disputed zones. This militarization undermines trust and exacerbates the conflict atmosphere—falling short of both secular nonviolence and the Buddhist precept of refraining from harm (ahiṃsā).

3.2 Strategic Use of Peace Imagery in International Forums
Cambodia has presented itself as a victim through platforms such as the UN and the ICJ, using symbolic images of displaced civilians to gain sympathy. While appealing to global moral sensibilities, this strategy often omits acknowledgement of provocations or aggressive postures initiated by its own forces—thus failing to embody the Buddhist principle of honesty (sacca).

3.3 Rejection of Direct Bilateral Dialogue
By refusing bilateral negotiations and insisting on third-party mediation, Cambodia exhibits distrust and asymmetry in diplomatic communication. In contrast, Buddhist nonviolence upholds sammā-vācā (right speech) and sammā-sankappa (right intention), calling for honest, mutual, and compassionate dialogue without manipulation.


4. Analysis in the Context of Buddhist Nonviolence

Cambodia’s actions may be interpreted as “performative peace” rather than genuine nonviolence. While not always engaging in direct violence, it leverages legal narratives, media framing, and diplomatic rhetoric to assert dominance. From a Buddhist perspective, this constitutes indirect harm (dukkha) as it perpetuates structural tensions, cultivates ill-will, and obscures the path to reconciliation.

True Buddhist nonviolence would require:

  • Cultivation of mutual compassion beyond nationalism

  • Reduction of ego-driven policies (māna) in favor of humility
